Chief Executive Officer

The Royal Commission for Riyadh City has an executive body headed by His Excellency Fahad Bin Abdulmohsen Al-Rasheed. He manages the work and affairs of the commission, and its tasks and responsibilities are concentrated within the limits stipulated in the organizational arrangements of the commission issued by Royal Order No. (A/312) dated 29/04/1441H. and what is decided by the commission’s Board of Directors. The executive body of the commission includes 11 sectors covering all development sectors of the city, as follows:
  • It is concerned with strategic urban planning, urban planning and design, management of city lands and assets, studies, and follow-up of city projects.

  • General Administration of Strategic Urban Planning
  • It manages strategic urban planning processes city-wide, through the development of plans, policies, and planning controls to raise the level of quality of life in the city, and sets goals, indicators, development initiatives, and rapid gains.
  • General Administration of Land and Assets in the City
  • It manages all land assets within its supervisory scope for development, purchasing, selling, and expropriating affairs, and handles all land-related legal matters. 
  • General Administration of City Projects Follow-up
  • It manages and follows up on the implementation of programs and projects in Riyadh city and evaluates and analyzes them in coordination with relevant authorities. It also follows up on stalled or delayed projects and develops plans and corrective actions to correct their course and intervene when needed.
  • General Administration of Urban Planning and Design
  • It develops and manages urban planning and designs processes in the local area, in a way that contributes to improving the built environment and quality of life in Riyadh city considering the city’s strategy. 
  • General Administration of Studies
  • It plans and supervises the implementation of all activities related to the preparation of studies, research and field surveys that serve the interests of the commission and the relevant authorities in the city based on specific development priorities and strategic directions in the commission and the city. It also manages partnerships with universities and research centers to support research efforts in the commission.
  • General Administration of the Administrative Center
  • It supports the strategic and urban planning processes for the development of the administrative center and follows up the performance of the services provided, programs and projects, and the experience of the residents in the administrative center.
  • Special Zones Sector
  • Is responsible for strategy, policy, business development, impact assessment, and related tasks to Diplomatic District and the city center.
  • General Administration of Strategies and Policies
  • It manages strategic and urban planning processes for the development of special areas and develops and follows up policies, legislation, and asset management in coordination with the concerned departments in the commission.
  • General Administration of Business Development
  • It develops special zones by encouraging investment, providing funding support, and managing partnerships.
  • General Administration of Monitoring and Impact Evaluation
  • It follows up planning, execution, and evaluation performance of the impact of plans, initiatives, programs, and projects in the special zones. In addition, it follows up the execution of the decisions of councils and committees and ensures the satisfaction of the beneficiary.
  • General Administration of Diplomatic District
  • It manages and supervises the Diplomatic District to ensure the progress of work according to the approved procedures and develops operation and maintenance plans for projects and supervises their implementation.
  • General Administration of Riyadh Downtown
  • It manages and supervises Riyadh Downtown to ensure work progress by the approved procedures. It also supervises projects’ implementation and operation plans.
  • This sector is concerned with: planning and economic development, industrial development, education sector development, Riyadh health sector planning, housing and logistics sector development, real estate sector development, air transport sector development, biotechnology sector development, non-profit sector development, financial sector development, SMEs sector, and digital economy development.

  • General Administration of Economic Planning and Development
  • It manages and supervises the development of plans and policies for the economic sectors city-wide, in coordination with relevant authorities and concerned sectoral committees, and follows up on their implementation.
  • General Administration of Air Transport Development
  • It manages and supervises the development of plans and policies for the air transport sector city-wide, in coordination with relevant authorities and concerned committees, and follows up on their implementation.
  • General Administration of Industrial Development and Logistics
  • General Administration of Financial Development Sector
  • It manages and supervises the development of city-wide plans and policies for the financial sector, in coordination with relevant authorities and concerned committees, and follows up on their implementation.
  • General Administration of Education Development Sector
  • It manages and supervises the development of plans and policies for the education sector city-wide, in coordination with relevant authorities and concerned committees, and follows up on their implementation.
  • General Administration of Non-Profit Development Sector
  • It manages and supervises the development of plans and policies for the non-profit sector city-wide, in coordination with relevant authorities and concerned committees, and follows up on their implementation.
  • General Administration of Economic Development and Planning for Health Sector 
  • It manages and supervises the development of plans and policies for the health sector city-wide, in coordination with relevant authorities and concerned committees, and follows up on their implementation.
  • General Administration of Housing Development Sector
  • It manages and supervises the development of plans and policies for the housing sector city-wide, in coordination with relevant authorities and concerned committees, and follows up on their implementation. 
  • General Administration of SME Development Sector
  • It manages and supervises the development of plans and policies for the SME sector city-wide, in coordination with relevant authorities and concerned committees, and follows up on their implementation.
  • General Administration of Real Estate Development Sector
  • It manages and supervises the development of plans and policies for the real estate sector city-wide, in coordination with relevant authorities and committees, and follows up on their implementation.
  • General Administration of Digital Economy Development Sector
  • It manages and supervises the development of plans and policies for the housing sector city-wide, in coordination with the relevant authorities and the concerned committees, and follows up on their implementation.
  • General Administration of Biotechnology Development Sector
  • It manages and supervises the development of plans and policies for the biotechnology sector city-wide, in coordination with relevant authorities and concerned committees, and follows up on their implementation.
  • This sector is concerned with aspects of urban security, crisis management, environmental sustainability, infrastructure, public utilities, smart city, and transportation planning.

  • General Administration of Transport
  • It manages and supervises the development of city-wide plans and policies for the transport sector, in coordination with relevant authorities and concerned committees, and follows up on their implementation.
  • Smart City Office
  • It manages and supervises the development of plans and policies for the smart city sector city-wide, in coordination with relevant authorities and concerned committees, and follows up on their implementation.
  • General Administration of Infrastructure and Public Utilities
  • It manages and supervises the development of city-wide plans and policies for the infrastructure and public utility sector, in coordination with relevant authorities and concerned committees, and follows up on their implementation.
  • General Administration of Environment Sustainability
  • It manages and supervises the development of plans and policies for the environmental sustainability sector city-wide, in coordination with relevant authorities and concerned committees, and follows up on their implementation.
  • General Administration of Urban Security and Crisis Management
  • It manages and supervises the development of plans and policies for the urban security sector and crisis management city-wide, in coordination with relevant authorities and concerned committees, and follows up on their implementation.
  • General Administration of Capacity Building and Social Development
  • It manages and supervises the development of plans to build and develop local talents to contribute to the development efforts of the city. It also develops plans to promote social development city-wide, in coordination with relevant authorities, and follows up on their implementation.
  • It deals with the fields of tourism, entertainment, culture, arts, sports, and destination management.
  • General Administration of Tourism Development Sector
  • It manages and supervises the development of city-wide plans and policies for the tourism sector, in coordination with relevant authorities and concerned committees, and follows up on their implementation.
  • General Administration of Sports Development Sector
  • It manages and supervises the development of plans and policies for the sports sector city-wide, in coordination with relevant authorities and concerned committees, and follows up on their implementation.
  • General Administration of Entertainment, Culture and Art development sector
  • It manages and supervises the development of plans and policies for the entertainment, culture, and art sector city-wide, in coordination with relevant authorities and concerned committees and follows up on their implementation.
  • General Administration of Destination Management
  • It manages and supervises the development of plans and policies for destination management city-wide, in coordination with relevant authorities and concerned committees, and follows up on their implementation. 
  • It deals with aspects of the city’s budget, financial affairs, Riyadh Investment Company, and Riyadh Charitable Foundation. 
  • General Administration of City Budget
  • It manages and supervises the financial planning and analysis processes of Riyadh city to ensure financial sustainability and expenditure efficiency in coordination with the Ministry of Finance. In addition, it manages all operations related to the development of non-oil revenues in Riyadh and follows up on collection operations.
  • General Administration of Riyadh’s Company
  • It offers general management of the establishment and development of Riyadh Company. It supports the supervising committee and supervises assets management periodic reports.
  • General Administration of Financial Affairs and Budget
  • It manages the Commission’s financial planning processes and controls the budget to ensure the optimal utilization and preservation of available resources. It also supervises the activities related to payments, accounts, and revenue collection, and prepares and audits periodic financial reports.
  • General Administration of Riyadh Foundation
  • It offers general management of the establishment and development of Riyadh Foundation, supports the committee supervising the establishment, supervises the activities of asset management, and prepares periodic reports.

  • Riyadh’s Pulse
  • It plans and supervises the implementation of all activities related to improving the experience of the city’s residents and visitors. Including establishing and managing interactive platforms, receiving comments and suggestions, and preparing statistical reports.  
  • Future Cities Center
  • It prepares research and studies in the urban field, plans the Future Cities Forum, and prepares Urban Leadership Development Program. It also manages partnerships with urban institutions and experts at the local and international levels to support planning and development processes for Future Cities.
  • General Administration of Excellence and Urban Performance
  • It manages and plans the development of innovation and strategy systems city-wide, using experts, consultants, and pioneers in innovation to support decision-making and to provide innovative solutions for the development of Riyadh city. It also operates and manages the Urban Observatory, including collecting urban data and information and evaluating urban performance in the city. It also develops policies and methodologies to assess the impact of programs and projects on Riyadh city and supervises knowledge management activities in the commission. 
  • City Documentation Center
  • It builds and manages databases, references, and knowledge sources that contain information on various aspects of Riyadh city and its history, including leadership, urban, cultural, social, and historical documentation, and provides them to relevant authorities; To support the creation of development plans for Riyadh city, and to produce programs, brochures, and electronic documentary materials about the city.
  • It supervises the management of the development of specific programs and projects assigned to the commission from Riyadh Strategy.
  • General Administration of Programs and Projects Management
  • The Programs and Projects Sector is the executive arm of the Royal Commission for Riyadh City. It aims to manage programs and capital projects by applying the highest technical and professional standards at all stages of the project, from planning to implementation, to the operation and maintenance of assets and facilities with the highest efficiency and effectiveness.
  • General Administration of Construction
  • It manages and supervises the implementation of qualitative projects assigned to the commission from the strategy of Riyadh city through the application of the highest technical and professional standards to ensure the highest levels of achievement and financial efficiency.
  • General Administration of Operation and Maintenance
  • It manages and supervises urban facilities in the city to ensure the progress of work by the approved procedures. In addition, it develops operation and maintenance plans for projects, establishments, and roads under the authority of the commission, and supervises their implementation. 
  • General Administration of Urban Facilities
  • It offers general supervision over all urban facilities and activities carried out in them, including their management, operation, preservation, and improvement to guarantee their optimal utilization, including their civil security control bodies. The administration identifies and evaluates investment opportunities and activates these investment and entertainment establishments to achieve the commission’s objectives in line with its strategies. It follows up on entities and investors to facilitate their procedures in coordination with them and supervises events held within its borders.
  • Supporting Service Sector
  • It handles aspects of: 
  • information technology, human resources, administrative affairs, and procurement.
  • General Administration of Human Resources and Administrative Affairs
  • It manages and supervises all human resources activities and tasks, including strategic and operational operations of human resources, ensures work progress by approved policies and procedures, and organizes and monitors all administrative services and processes in the commission. In addition, it supervises the commission’s offices, their distribution, and related services.
  • General Administration of Information Technology
  • It develops a strategic plan for information technology and operational plans, in cooperation with organizational units, and manages and supervises all IT operations, services, and projects within the commission.
  • General Administration of Procurement
  • It plans and manages procurement processes in the commission, prepares contracts, and manages relations with suppliers, to secure the commission’s needs of materials with the required specifications and quantities, promptly, with the best quality and lowest cost.
  • Cybersecurity Administration
  • It develops the information security and cybersecurity strategy in the commission, identifies information security and cyber security initiatives and projects, supervises their implementation, measures information security levels and electronic loopholes and the speed of response to incidents and risks, and works to develop them.
  • Employee Motivation and Work Environment Administration
  • It manages programs and initiatives related to the sector to improve the work environment and institutional culture in the commission, conducts studies and analysis to measure the level of employee satisfaction with the services provided to them by the sector, and provides recommendations to raise the level of quality of service provided. In addition to managing internal communication processes with the commission’s employees in all aspects and supporting services in general.
  • Records and Archives Center
  • It works on the application of documents and archives systems, follows up on the issuance of government organizational and administrative documents, and saves confidential documents by the relevant regulations.
  • Executive Office
  • It manages the affairs of the CEO’s office while maintaining privacy and confidentiality standards, including effective executive secretarial support, coordination of logistics and administration to facilitate the implementation of the CEO’s activities, as well as legal advice and project management for the CEO. In addition to coordination with all organizational units in the commission to provide guidance related to diversity, inclusion, and equity to ensure that they are taken into account in the processes of developing policies, standards, and strategic plans in the city, to ensure that services are accessible to all segments of society.
  • General Administration of the Board and Commission
  • Manages affairs of the Board of Directors of the commission and its committees, ensures correct governance, arranges and schedules meetings, prepares agendas, etc., in addition, it records and documents directives and decisions issued in the meetings of the Board of Directors of the Royal Commission and committees, and follows up on their implementation, and provides technical and administrative support to the Assistant CEO to achieve the objectives and plans of the Royal Commission for Riyadh City.
  • General Administration of Governance and Leadership Development
  • It manages governance processes of the Special Purpose Entities of the Royal Commission and its stakeholders. In addition, it develops methods and procedures for developing associated leaders.
  • General Administration of Planning, Executive Strategy, and Institutional Excellence
  • It manages strategic planning processes, including developing strategic plans, managing and following up on performance, managing and implementing programs and projects, preparing a change management plan, and setting standards and indicators related to total quality in the commission. In addition, it facilitates and improves the workflow in various units in the commission, prepares relevant reports, follows up on the implementation of the city’s strategy, and coordinates and cooperates with experts and consultants to realize achievement.
  • General Administration of Legal Affairs
  • It manages all legal processes, including drafting laws and regulations, reviewing legal documents, and providing legal advice to all organizational units in the commission (except for matters related to major projects), in addition, it manages pleadings and cases and represents the commission before the judicial authorities.
  • General Administration of Project Management
  • It ensures clarity of the Royal Commission’s initiatives to support leadership in decision-making, through the availability and validation of data, as well as standardization of oversight over initiatives management and reporting.
  • General Administration of Internal Audit
  • It manages audits of the commission’s operations and activities, including financial and operational audits, information technology audits, technical review of projects, following up on the compliance of organizational units in the commission with approved policies and procedures, and submitting internal audit reports to the Audit and Risk Management Committee.
  • General Administration of Risk Management
  • It supervises the activities of measurement and evaluation of internal risks in the commission (including financial, operational, and technical risks), and external risks that may affect the commission’s business and work. It manages these risks and develops plans to avoid them and reduces their negative effects and follows up the implementation of these plans by various organizational units in the commission in coordination with the Audit and Risk Management Committee.
  • General Administration of Financial Control
  • It monitors financial operations in the Royal Commission to ensure compliance with the established procedures, regulations, and instructions and provides financial advice as needed.
  • General Administration of Rapid Intervention and Real Estate Projects
  • It develops strategies and execution plans for real estate projects and initiatives, and in some cases adopts them, it also follows up and supervises the implementation of these projects.
  • National Data Management Office
  • It manages and supervises the preparation of data management and personal data protection programs in the Royal Commission, ensures compliance with the regulations and standards approved by the National Data Management Office, identifies and addresses requirements and challenges, and prepares relevant periodic reports.
  • Executive Committee
  • This committee aims to develop the necessary recommendations for the commission’s Board of Directors, it studies and takes decisions entrusted to it by the Board, reviews the plans, policies, and strategies of the commission and its governance practices, and carries out all other tasks assigned to it by the Board, which increases the efficiency and effectiveness of the commission’s work, and contributes to achieving its objectives. The Executive Committee has the necessary authority to carry out its work, especially in the aspects of strategic planning and implementation, institutional excellence, governance, human resources, leadership development, finance, “integrated economic sectors”, programs and projects, procurement and contracts, investment promotion, and excellence and marketing of the city.
  • Nomination and Remuneration Committee
  • The Nomination and Remuneration Committee aims to develop the necessary recommendations for the commission’s Board of Directors regarding policies of nomination, evaluation, remuneration, and training related to committees emanating from the Board of Directors and the commission’s senior executive management staff, including aspects of strategic planning and implementation, institutional excellence, leadership development, and human resources. To ensure best practices in the field of governance by the applicable regulations, instructions, and practices, in addition to carrying out all other tasks assigned to it by the Board.
  • Finance and Investment Committee
  • This committee aims to make the necessary recommendations to the commission’s Board of Directors regarding the commission’s financial affairs and assists the commission in preparing its investment strategy, achieving optimal investment of its assets, submitting recommendations on the city’s budget, plans, initiatives, and programs to encourage and market investment opportunities offered by the commission in the city, in addition to carrying out all other tasks assigned to it by the Board.
  • Audit and Risk Committee
  • This committee aims to make the necessary recommendations to the commission’s Board of Directors regarding aspects of internal control systems and verifying their effectiveness and adequacy and proposes amendments to regulations to ensure the development and improvement of performance at an appropriate financial cost. The terms of reference include risk management, supervision of financial and accounting reports, internal audits, governance files and leadership development, legal and financial affairs, procurement, and contracts. In addition, it ensures the independence of internal and external audit work, the commission’s compliance with related regulations and instructions, and the carrying out of all other tasks assigned to it by the Board.
  • Urban Planning Committee
  • The Board of Directors of the Royal Commission for Riyadh City approved in its tenth meeting of 1443H the formation of the Urban Planning Committee in Riyadh, to study topics and requests related to aspects of urban planning.
