About the Royal Commission for the City of Riyadh

“Organizational arrangement” issued under royal decree No. (A/312). Dated (09/04/1441H) stipulated that the geographical scope of RCRC “is determined by the limits of protection of development for Riyadh city, and what the board of directors determine from places outside its borders which are linked to the commission’ s objectives, functions, and missions”. The area of development protection in Riyadh city is 5,960 km2.

Public Transportation

It is one of the major projects on which the Royal Commission for Riyadh City is based to build and operate a public and fast transport network in the city of Riyadh according to the latest international technologies, which provides the city’s residents and visitors with economical transportation options, which contribute to reducing the excessive use of private vehicles, enhancing the local economy and preserving the environment, as well as facilitating traffic movement and linking the various parts of the city to each other, through: 6 train tracks 84 train stations 80 bus routes 2,860 bus stops 190 trains and 842 buses

The Royal Commission for Riyadh City agreed in its second meeting for the year 1439H, to consider the sites surrounding public transport stations within a range of 800 meters as “areas for development directed to public transport” subject to regulations, controls, special requirements, and incentives for development, to increase the number of public transport users and enhance its efficiency and achieving integration between transport and land use. By creating high-density and mixed-use areas (residential, office, commercial, service, recreational) around train and bus stations, according to an attractive human urban environment that enhances the quality of public spaces and includes pedestrian paths to improve access to public transport stations.

Green Riyadh Project

It is one of the four major Riyadh projects launched by the Custodian of the Two Holy Mosques King Salman bin Abdulaziz, and one of the most ambitious afforestation projects in the world, as it contributes to raising the per capita share of green space in the city of Riyadh, and increasing the percentage of total green spaces in it, through the spread and intensification of afforestation throughout the city, while achieving the optimal use of treated water in irrigation works which contributes to improving air quality and reducing temperatures, and encouraging residents to practice a more active and energetic lifestyle in line with the goals and directions of Saudi Vision 2030.

Riyadh Art Project

Riyadh Art is one of Riyadh’s four major projects launched by the Custodian of the Two Holy Mosques King Salman bin Abdulaziz, to contribute to transforming the city of Riyadh into an open art gallery that blends tradition and modernity, launching new horizons for the local and international creative movement in the city, attracting artists, specialists and those interested in it from all over the world, as well as promoting societal values, cultural interaction, knowledge exchange, creative cooperation, and stimulating the city’s tourism and entertainment movement. The project includes the implementation of more than 1,000 works and art landmarks created by local and international artists and displayed to the public throughout the city of Riyadh, within 10 programs covering residential neighborhoods, gardens, natural parks, public squares and squares, public transport stations, road bridges and pedestrian bridges, city entrances, and all tourist destinations in the city.

Regional Headquarters Attraction Program for International Companies

The Regional Headquarters Attraction Program for International Companies is a joint initiative between the Royal Commission for Riyadh City and the Ministry of Investment that aims to make the Kingdom the main hub for the regional headquarters of international companies in the Middle East and North Africa. The program aims to attract the regional headquarters of about 480 international companies to the Kingdom, create about 30,000 jobs, and contribute approximately 67 billion riyals (18 billion US dollars) to the local economy by 2030.
The regional headquarters is an entity of the global company, established by the regulations applicable in the Kingdom of Saudi Arabia for support, management, and strategic direction of its subsidiaries and subsidiaries operating in the Middle East and North Africa region.

International Schools Attraction Program

The Royal Commission for Riyadh City seeks to translate its vision to develop the education sector and enhance its quality by providing students with the necessary skills to raise the standards of learning and continue to strengthen the education sector. In light of this, the commission launched the ‘Global Schools Attraction Program’, which targets 5 pillars: • Raising the level of quality in the education sector for existing educational institutions • Broadening private sector participation • Local talent development • Strengthening governance practices in the sector • Attracting international students.

Diplomatic District

The Diplomatic District is located northwest of Riyadh on a land area of about eight square kilometers, and this site is surrounded by Wadi Hanifa to the west and both the Salbukh and Makkah highways from the east and south, respectively, and includes the headquarters of diplomatic missions accredited and resident in the Kingdom of Saudi Arabia.
The Royal Commission for Riyadh City undertakes the tasks of developing and managing the Diplomatic District, including drawing up general policies for the neighborhood, developing the necessary plans and programs for their implementation, coordinating efforts between government agencies operating in the neighborhood, issuing licenses, controls, and requirements, determining the requirements of the neighborhood, and other tasks and works.

Wadi Hanifa Urban Code

It is a set of detailed controls and requirements to regulate the urban form of buildings and link them to their general surroundings through a specific identity, which contributes to raising the level of the built environment and achieving the highest degree of balance between humans, buildings, and the environment.
The urban code of Wadi Hanifa aims to regulate the general urban form and external appearance of buildings, while providing options to give a distinctive architectural identity that simulates the surroundings of the region from a natural environment and ancient historical heritage, especially in the Diriyah area and its surroundings. The code will also contribute to providing urban patterns that directly reflect on the quality of life, in addition to stimulating and strengthening the local identity based on the “inner courtyard” system, which is characterized by providing privacy, taking advantage of internal spaces, and adapting it to the local climate.

Expropriation and Land Suspension

A unified call center has been established under the supervision of the Royal Commission for Riyadh City and the committee concerned with considering the suspension of lands in the city of Riyadh, to open the way for communication with the public and respond to their questions in this regard. Inquiries from beneficiaries, landowners, and planners are received by contacting the unified call center on the 8001240800 number, which operates from Sunday to Thursday, from 8 am to 8 pm.
You can inquire about the areas covered by the expropriation decisions issued by the Commission by contacting the Expropriation Department of the Commission through the number 0118021234.
The Royal Commission for Riyadh City announced that based on Royal Orders No. 16330, 16767, and 13590, the expropriation of properties located northwest of Riyadh and west of Al-Ammariyah will begin by the government procedures of the system of expropriation of real estate for the public benefit.
– The original title deed or pledge of allegiance in a clear form – A copy of the national identity card – If there is an agent, the original power of attorney and a clear copy of it must be brought – If the property belongs to heirs, all documents proving this and clear copies of them must be brought – Attach a cadastral decision containing the cadastral coordinates according to the cadastral system (WGS84) – Updating old instruments to electronic instruments at the Ministry of Justice.
Owners of properties located within this area must submit the said documents either in person by visiting one of the offices of the Sukuk Inventory Office in Diriyah Municipality or the Cultural Center of Dhurma Municipality or submit them electronically by accessing this website. Riyadh Urban Observatory

The Riyadh Urban Observatory is responsible for creating sustainable urban monitoring systems to support comprehensive planning processes in the capital, contribute to building local capacities, facilitate partnerships between the various sectors operating in the city, and identify their development priorities. The Observatory also prepares specialized studies that address the most prominent urban issues through a comprehensive perspective that supports efforts to develop appropriate solutions that are compatible with the strategic plans of all partners working in the city.
The main themes of urban indicators include: Identifying indicators: dealing with the basic demographic aspects of the population and urban growth of the city in general. Economic Development Indicators: They deal with the economic and competitive situation of the city and the living standards of the population and focus on the urban plans of the city to create jobs, raise income, and ensure a balance between the growth of the city and the efficiency of its economic system. Public Services Indicators: they measure the quality of health, education, and security services and the speed of response to emergencies and accidents. Social Development Indicators: Social development indicators focus on divorce rates, spinsterhood, and female-headed households at the city level. Sustainable transport indicators: They deal with the level of efficiency and safety in the movement of residents within the city and also include indicators about the means of transportation used, traffic trips, and accidents. Infrastructure Development Indicators: They address the electricity, water, sanitation, and telecommunications sectors and aim to measure efforts to improve the coverage of infrastructure networks. Housing indicators: They deal with housing availability, adequacy, and affordability. Sustainable Environment Indicators: They address pollution rates, resource efficiency, and sustainability efforts. Local Administration Indicators: They measure the effectiveness of local administration, the participation of civil society organizations, and the level of satisfaction of residents with the quality of life in the city. Entertainment indicators: They deal with the availability of recreational facilities and public spaces, the efficiency of their distribution in the city, and their availability and accessibility by all segments of society. Smart Sustainable Cities Indicators: It addresses the activities of cities through the main dimensions of economy, environment, society, and culture to assess the relevant contributions to this sector.
